Sea Water Solving:
Displacement = L x B x D x C / 35 = tons
Displacement = 500 ft x 40 ft x 20 ft x .7 / 35 = tons
Displacement = 20,000 ft x 20 ft x .7 / 35 = tons
Displacement = 400,000 ft x .7 /35 = tons
Displacement = 280,000 / 35 = tons
Displacement = 8,000 tons

Fresh Water

Solving:
Displacement = L x B x D x C / 36 = tons
Displacement = 500 ft x 40 ft x 20 ft x .7 / 36 = tons
Displacement = 20,000 ft x 20 ft x .7 / 36 = tons
Displacement = 400,000 ft x .7 /36 = tons
Displacement = 280,000 / 36 = tons
Displacement = 7777.78 tons

So the formula for solving Block Coefficient is:
C = Displacement x 35 / L x B x D (sea water)

= Displacement x 36 / L x B x D (fresh water)

Since the problem is exclusively only for sea water, here is how to solve:

C = Displacement x 35 / L x B x D
C = 5,143 x 35 / 400 x 30 x 25
C = 180,005 / 400 x 30 x 25
C = 180,005 / 12,000 x 25
C = 180,005 / 300,000
C = 0.600

C = 0.6 Block Coefficient of that ship floating in Sea Water
